Public service efficiency

In the BBC's very enjoyable programme about the impact of the Beeching report of 1963 with the unnecessarily punny title "Ian Hislop Goes Off The Rails", the eponymous presenter asks:

"How far do you go in cutting a public service in the name of efficiency before you lose the whole point of it?"

An unassuming question but in the shadow of albeit quite understandable redundancy announcements at Channel 4 the line took on a special significance for this viewer.
